OAIA 2009 Annual Conference
Environmental Assessment at a Crossroads

Ontario’s environmental assessment process is being challenged, questioned, tested and altered like never before. There are major forces of change at work in our current operating environment. The desire to ‘Go Green’, concerns over climate change, the federal promise of a review of the Environmental Assessment (EA) process, the changing nature of the Ontario Government’s interaction with aboriginal peoples and the intent of both levels of government to speed up the EA process, have brought EA practitioners to a crossroads. While we do not know exactly how these factors will impact the EA process, it is clear that there will be several implications for those involved in EAs and strategic environmental assessments (SEA), including all levels of government, industry, Aboriginal Peoples, consultants, and environmental non-government organizations.
Today, some see Ontario’s environmental process as cumbersome and slow and are anxious to move ever faster towards implementation of infrastructure and energy projects. Ontario is working towards streamlining and changing the process on a sectoral basis (waste, transit, energy). Many members of the public are expressing concern over the new faster processes, worried that it is not responsive to their concerns. Not surprisingly, the integrity of the process is also being questioned. Environmental organizations and some citizens’ groups want to maintain a comprehensive environmental assessment regime. Practitioners talk about the fractured nature of the process and wonder if we should continue using the tools that have been put in place by a previous generation.
At this year’s OAIA Annual Conference, we will examine and reflect on the shifting environmental assessment landscape. We have an exciting list of presenters and plenary sessions designed to examine emerging tools and recent case studies. Attention will be given to: climate change; the pressure to speed up EA processes in Ontario; anticipated Federal Government reforms to EA that will emerge from the review in 2010; the duty to consult Aboriginal Peoples and their interest in extended consultation processes; the push for more attention to the social environment and especially to health impacts; and, the understandable desire of professionals to retain what they view to be the essential integrity of best practices in EA and SEA, as manifested in the emerging dimensions of EA/SEA practices (such as Regional EA, Sustainability Assessments, Cumulative Effects Assessments, and SEA). Participants will have an opportunity to reflect upon the above and consider which direction we should be taking in support of a more sustainable future for Ontario.

Export Development Canada (EDC) has created the International Business Scholarship because international trade is critical to Canada’s economic prosperity and the sustainable management scholarships have been created because environmentally conscious students will shape the green future of Canadian business models. At EDC, we’re dedicated to helping the next generation of business leaders to succeed. Through our Education and Youth Employment (EYE) Strategy, EDC contributes to building international trade capacity by assisting educational institutions and other stakeholders to prepare Canadian students for careers in international trade.

EDC is awarding 30 scholarships. Twenty-five of these scholarships will recognize exceptional students in the field of international business or economics. The remaining five scholarships will be awarded to outstanding business students with a focus on environment related studies. The scholarship is a $3,000 cash award and, pending eligibility, a potential four-month work term with mentoring from leading industry experts at EDC’s head office in Ottawa, worth approximately $10,000. Scholarships will be awarded in the spring and work terms will be available for summer 2009. This year's application deadline is January 26, 2009.

This presentation assembles several streams of research emerging as a follow-up to The Culture of Flushing: A Social and Legal History of Sewage (UBC Press, 2007). Sewage is a public health and human rights issue deeply embedded in the current challenge around Millennium Development Goals; it is an international trade issue between some jurisdictions, and it is a climate change issue associated with GHG emissions and green energy alternatives. What are the transboundary legal and policy implications of sewage regulation?

This event is part of the CIPS Study Group on Global Governance.

- Canadian Shield Lectures at the University of Ottawa

Topics range from how trace fossils are used to interpret sedimentary rock successions, the role of iron oxides in regulating aqueous trace-element concentrations in wetland environments, trapping of ancient microbes in mineral inclusions, and contaminant transport and cycling in the changing Arctic.

Dr. James MacEachern, Geological Association of Canada's Hutchison Lecturer from Simon Fraser University, will give a presentation on January 29, 11:30-12:30 pm, Marion Hall Room 127 at University of Ottawa, entitled “Ichnology's Role in Refining Shallow Marine Facies Models”. Dr. MacEachern will explore the how trace-fossil analysis has served as a powerful tool for sedimentary facies interpretation.

Dr. Andrew Gault of the University of Ottawa will give a presentation on Thursday, February 5, 11:30-12:30 pm, Marion Hall Room 127 at University of Ottawa, entitled “Bugs and Biogeochemistry: Controls on Bacteriogenic Iron Oxide Formation”. Dr. Gault will discuss the important role bacteriogenic iron oxides in regulating aqueous trace-element concentrations in wetland environments.

Dr. Russell Vreeland of West Chester University, Pennsylvania, will give a presentation on Thursday, February 12, 11:30-12:30 pm, Marion Hall 127 at University of Ottawa, entitled “The Survival of Microbes and DNA in Ancient Salt Crystals”. Dr. Vreeland will examine how microbes trapped in fluid inclusions may present a rich overview of the microbial biodiversity of formation waters that are hundred of millions of years old.

Dr. Laurier Poissant of Environment Canada will give a presentation on Thursday, February 26, 11:30-12:30 pm, Marion Hall 127 at University of Ottawa, entitled “Mercury and Carbon Cycling within the Changing Arctic Environment”. Dr. Laurier will examine the impact of ongoing change in the Arctic on contaminant transport and cycling.
