From 1999 to 2004 and 2006 to 2008 Phil worked as Supervisor and Manager with the Ministry of the Environment with the Program Services Section of the Environmental Assessment and Approvals Branch, where he oversaw continuous improvements to Ontario’s environmental assessment and approvals programs and led business planning functions for that branch. From 2004 to 2006 he managed the Environmental Assessment Project Coordination Section of the branch, leading the review of complex environmental assessments in Ontario.

Prior to 2001, Phil spent over 20 years with the Ontario Ministry of Natural Resources as: an Issues Officer for the Deputy Minister’s Office, an Information Management Coordinator, Information Management Supervisor, Area Supervisor, Project Manager, Forest Management Supervisor, and Management Forester.

As a member of the Board, Phil is committed to keeping a close eye on the possible impacts that Ontario’s Action Plan on Climate Change and Ontario’s Open for Business initiatives may have on the practice of impact assessment in Ontario and to strengthening OAIA through communications and modern technology.
